CCOO data about the overcost of the double railway line

To build new spanish railway lines in high speed with international width will be an overcost of one billion of pesetas, according to a recent data made by the Transport Federation of the trade union CCOO.



The international width implicates that they have to build also, in a lot of sections and strategic places, a parallel line in Renfe width that will permit the access to conventional trains which have to necessary pass across those zones for making their services.

CCOO think that this circumstance will bring an overcost between 1,075 and 1,105 billions of pesetas, to add to the 2,5 that will cost the high speed line Madrid-Barcelone, Mediterranean Corridor, Madrid-Valladolid, Madrid-Levante and Sevilla-Malaga. And we must add 35.000 millions of pesetas more from operative costs.

The high speed lines need interchangers and sections with Renfe width that could allow their compatibility with the convencional railway services.


The concrete epigraphes which contain those numbers are: Implantation overcosts

*30 interchangers: 30.000 millions

*A cost increase in the material for the line with double width in relation to the conventional width: 20.000 millions

*Barcelone access and stations "policentre line": 150.000 millions

*Zaragoza access, new station by-pass and provisional wayside in Zaragoza: 60.000 millions

*New station in Valencia and connection with Mediterranean Corridor: 40.000 millions

*Madrid Line Change. Two alternatives.

*New infrastructure with international width Cordoba-Malaga: 100.000 millions

Operative overcosts: 35.000 millions of pesetas per year

*Maintenance in the conventional lines parallel to the international width for using material with Renfe width (specially merchandise, regional and nearness trains)

*Material maintenance: scake diseconomies for the triple material management (international width, Renfe width and double width)

*Connection management between lines: maintenance and function costs of the interchangers, overcosts to guarantee the interworking, etc.
